No physical residence criterion exists. However, the government encourages new citizens to get more involved in the economy and offers large incentives to make this an attractive option. The successful applicant may move to Dominica at any time and for any duration. To be qualified to apply, applicants who have previously been refused a visa to a country with which Dominica has a visa-free travel arrangement must get a visa from that nation. Preexisting dependents of the primary applicant and prospective spouses of those who have got citizenship through the Dominica Citizenship by Investment Program are qualified to apply for citizenship, subject to additional expenses. Citizenship can be applied for at any time by the newborn offspring of those who received citizenship under the program after they were born.
Citizenship by investment unit, a specialized government organization under the Ministry of Finance responsible for the management of the program, processes applications. Current application processing durations are three months after receipt of a fully completed application. The main applicant and their immediate family must take an oath of loyalty before a notary or commissioner of oaths. After the pledge of loyalty, the application for citizenship is further processed, and citizenship certificates are issued.
