The Process
This is the application process for skilled professionals in Quebec who wish to become permanent residents of Canada. The Canadian government and the province of Quebec have a specific immigration agreement. The province has its own criteria for selecting immigrants who would thrive in their new environment.
Your application must be submitted in two steps if you wish to immigrate to Canada as a Quebec-selected skilled worker. These phases are as follows:
- Request a Quebec Selection Certificate (Certificat de sélection du Québec [CSQ]) from the Government of Quebec. The Province of Quebec will evaluate you based on its own criteria. This document demonstrates that the province of Quebec has recognized you as an immigrant.
- If the Province of Quebec selects you and issues you a CSQ, you must apply for permanent residency with Immigration, Refugees, and Citizenship Canada.
